“Tilak and Gokhle were both patriots of the first order. Both had made heavy sacrifices in life. But their temperaments were widely different from each other. Gokhle was a moderate and Tilak was an extremist. Gokhle’s aim was to improve the existing constitution Tilak was to reconstruct it. Gokhle had necessarily to fight it Gokhle stood for cooperation wherever possible and opposition wherever necessary. Tilak was inclined towards a policy of obstruction. Gokhle’s primary concern was with the administration and its improvement; Tilak’s supreme concern was the nation and its upbuiding, Gokhle’s ideal was love and sacrifice, Tilak’s was service and suffering, Gokhle’s method sought to win the foreigner.
