The defence of India is a union list item. This means that the Union Government can affect the deployment of any armed force of the Union into any state of India to aid in the Civil Power. However, local law and order i.e. Police is a state subject. Railway Police are also a State subject.
Here, you should also note that Union can extend the powers and jurisdiction of members of a police force belonging to any State to any area outside that State, however, this cannot be done without the consent of the Government of the State in which such area is situated. Union can also extend of the powers and jurisdiction of members of a police force belonging to any State to railway areas outside that State. Further, please note that Prisons are also under state list.
The delimitation of the Cantonment areas comes under the Union List. It also includes local self government of the Cantonment areas. All administration of the cantonment areas located in any state of India is administered under the Union List.
