First statement is incorrect because the agreement envisages facilitating transportation of goods between Central Asia and the Persian Gulf. Ashgabat Agreement is an international transport and transit corridor facilitating transportation of goods between Central Asia and the Persian Gulf. It was recently in news, when Prime Minister Shri Narendra Modi, has given his approval for India to accede to the agreement.
