All given statements are correct.Right to Information act was passed in 2005 for the citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of Central or state governments.It is applicable only to Indian citizens and the act does not apply in state of Jammu & kashmir. It has been accorded as a part of fundamental right under article 19(1) of the constitution.
