First statement is incorrect because Rajya Sabha cannot be dissolved. President can summon & prorogue both Houses of Parliament. But there is no provision to dissolve Rajya Sabha. Only Lok Sabha can be dissolved by the President. Second statement is incorrect because the resolution for the impeachment of president must be passed by a majority of not less than two-third of the total membership of the House.
